Brad, That's a good summary. One small note, you said climb via "can be issued by clearance delivery," when in fact, it _must_ be issued by clearance delivery if the SID has altitude restrictions. Your system is configured to hide file extensions. It is a text document, though, because of your own description of the 'type' column. You need to configure Explorer to show file extensions, then you can meaningfully rename it. Good luck!

One of the domains involved in the chain of operations that makes up the Pilot Cert site expired and has caused the site to become unreachable at pilotcerts.laartcc.org. Will has updated the domain to bypass that link in the chain, and it should be reachable again shortly. Sorry for the inconvenience.
